These are the very BASICS you need to know, for more information please visit Controversial Pokemon in The Encyclopedia. Especially read it if you plan to make a Type:Null or Fossil Pokemon.
1.) TYPE:NULL/SILVALLY
Type:Null and Silvally CANNOT be in the Political Figure class due to in-character lore surrounding them.
Type:Null older than 24 years cannot evolve and must have some horrible defect as they are a flawed creation They also cannot be older than 30.
A character cannot be the first/original Type:Null/Silvally whether it was the first successful one or the first brought to life as both have died.
A successful Type:Null/Silvally cannot be older than 24 and those that are younger than 20 are often taught to lie about their age.
2.) FOSSIL POKEMON
A Fossil Pokemon can breed, but a birthed Fossil pokemon cannot be older than 30.
A Revived fossil cannot have been revived over 40 years ago, but they can be older than that. When they're revived they feel as if they've "woken up" so it's a continuation in their lives. When you write their age in the application, give their age of years awake. So if they died at 20 and have been revived for 30 years then they would be 50 years old, not 5,000,000 centuries.
3.) GHOST POKEMON
Ghost pokemon "wake up" just like Fossil pokemon do, but they are reborn rather than waking up in a fully mature body. It's often a strong desire that brings them back to life whether it's the desire for revenge or the desire to protect someone. When filling out the history, include the previous life in the history. As for age, put only how many years they've been alive as a Ghost Pokemon.
Reincarnation often takes far too long to actually happen and by the time they get around to living again, the reason for their unfinished business is usually dead so they are left lingering as a ghost until they are killed again for the final time or pass away.
It's possible for a Ghost to simply be bred and not be the reincarnation of another pokemon.
There is no specific way Spiritomb should be RP'd with the 108 spirits, but please include how the spirits decided to govern the body whether it's a dictatorship, a democracy, different factions that fight for control of the body, or however you decide the Spiritomb is going to work.
Rotom cannot change into its other forms and is stuck as the most basic as the washing machine, lawn mower, and such were never invented.
Only read below if you are planning on making any of these pokemon as characters.
#132 Ditto, the Transform Pokémon
As you may know, Ditto is a pokemon known for its ability to transform into others. Here in Collateral Damage, a Ditto can only really "remember" two forms without the immediate presence of the pokemon. They cannot change into Ultra Beasts, Legendaries, and Mythical Pokemon. These forms are often pokemon that have made a significant impact on the pokemon in their life or are very close to the Ditto in the past. These two forms must be clarified in their application next to their "Species" area if you opt to have two starters. The Memory Form copies the pokemon exactly - scars, melanism, health concerns, but it will not gain their knowledge and memories. So if you copy a pokemon that has a close relation with Aura, the ditto would need to do the proper training for it.
The two forms can be replaced with another pokemon if you like, however, it takes 10 pages of roleplaying with that pokemon to make them a memory. NPCs are included. Please keep in mind that Ditto change into what they see, meaning that a shiny ditto would transform into a normal pokemon if said pokemon is also normal. A ditto's starting memories cannot be shiny and must be earned through in-character rping.
Using a memory of a dead pokemon would be taboo, and since you have no way of refreshing your memory for real - since memory is prone to changes and all that - the transformation itself could 'glitch' and turn into a horror show that would end up doing more harm than good.
Please note that it takes time to change between forms, so a Ditto can't just swap between two pokemon with perfect synergy and be invincible, they can be struck mid-transformation and harmed. On top of this, Ditto are more easily exhausted the more they transform, using moves are going to be harder and a ditto may not instantly know how to use a move or know what moves they're even capable of using if they turn into someone they've never met before right away.
As for moves, obviously it would be unfair to just allow a ditto character to use each and every move the transformed pokemon knows. So to fix this, a Ditto can only use the level up moves of the transformed pokemon if they themselves are that level. So a ditto that's transformed into a charmander that's level 10 wont be able to use Dragon Rage.
If a Ditto's memory-pokemon is a psychic type, it will only be able to pick up on basic psy-powers like telekinesis(not the move) if it has a powerful bond with the pokemon.
Moves such as Tutor/TM/Egg on the two "memory" pokemon you can choose the bonus egg move and class move bonus, if you have one, at first on whichever you please. The ditto only picks up on the Tutor/Tm/Egg after forming a close bond with that pokemon, so be sure to reflect that in your history. After that, however, the ditto must spend 10 pages with the pokemon again to learn another Tutor/TM/Egg move from them.
#235 Smeargle, the Painter Pokémon
First off, a Smeargle's tail can be any color. It can't mix colors however, so pick a color and stick with it.
Now as for the infamous move, Sketch, you have your usual Sketch and you have your Bonus Moves. Your bonus move can be used on one attacking move under or at 80 power. If you're in a class that gives you an extra move, then you can have a second attacking move that's under 80 power.
If you use Sketch on a move, Sketch will literally turn into that move. If you want to learn Sketch again, you need to either find a Normal Tome/Book of Omniscience in Bibliotheca Amaranthine or level up to the point of learning Sketch again. In RP, Sketch needs to be used multiple times in character in order to properly learn the move. Legendary Pokemon Moves cannot be learned from Sketch!
If a Smeargle learns Transform through Sketch, the same rules as Ditto applies to it, however, it will not be capable of basic or natural psy-powers.
#570 Zorua, the Tricky Fox Pokémon and #571 Zoroark, the Illusion Fox Pokémon
A zorua can only impact themselves and their appearance when it comes to illusions. A Zorua's illusions are a far cry from perfect, especially a young one's. It takes time and dedication to perfect their illusions and not do things like leave their tail visible. A Zorua that uses Illusion is not actually transforming into the pokemon. It is just playing a trick on the eyes. A zorua should not be flying because it made itself look like a Pidgey. They cannot use moves of the pokemon they transform into and the illusions cannot remain if they are hit.
The closer a Zorua is to evolving, the closer to perfection their illusions are. Both Zorua and Zoroark need to see what they are making the illusion of in real life in order to create one.
A Zoroark has usually mastered the ability to modify its own appearance, but it has also gained the ability to change the area around them. It's very difficult and requires an intense amount of focus and practice. A zoroark can only modify a certain range of an area around them at a particularly high level. Stil, it is all just illusions. They do not physically grow wings and they cannot mask or mimic sounds and smell. It's all on the eyes.
